I'm in a situation very close to yours (Kubuntu 20.04, and same behaviour: icons sorted at boot time (only once so far) - folders first, then files - and wallpaper reset as well) except that my Kubuntu install is a FRESH one (not an upgrade from 18.04). As a matter of fact, I can also find this set of lines in file .xsession-errors (3 "Plasma Shell startup completed" ago, meaning 3 days ago - I usually boot my PC only once a day - meaning in turn that it occurred on the exact day I faced this issue - July 17th): org.kde.plasma: requesting config for "Vue de dossier" without a containment! # "Vue de dossier" means "Folder View" QObject::disconnect: Unexpected null parameter QObject::disconnect: Unexpected null parameter (last line does appear twice in the log) Whether "our bug" (leaving evidences in .xsession-errors) is the same as the initial 354802 or not, I can't really tell... (the wallpaper reset is new!) Inputs from other users facing initial bug 354802 saying whether they find the same message in .xsession-errors or not would really help triage bugs.
