I assume you are using X11?
plasmashell (which is the process the wallpaper dialog runs in) does some
unusual scaling things for reasons I don't know.
Running plasma with PLASMA_USE_QT_SCALING=1 should fix this. There's ongoing
work to enable that by default
(https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/139), but it's
not quite there yet
