STEPS TO REPRODUCE
1. Use the Selection tool, use mouse wheel to zoom in and out. Notice behaviour
of the time line
2. Switch to the Razor tool. Use mouse wheel to zoom in and out. Notice the
behaviour of the time line
OBSERVED RESULT
The zoom in/out behaviour is different when using the Razor tool, compared to
the selection tool. This is unnerving.
