SUMMARY
on a dual monitor setup 

STEPS TO REPRODUCE
1. using Yakuake is probably the easiest method to demonstrate, Configure it so
that it always opens on screen 1.
2. Make a window on screen two active.
3. Open Yakuake using the keyboard.

OBSERVED RESULT
the active window moves from screen two to screen 1.
This happens when creating any application that first draws its window not on
the screen that contains the active application.

ADDITIONAL INFORMATION
Seems connected to the No Border on Maximized windows script. If I disable that
the behavior goes away.
