KDE doesn't ship any template for creating libreoffice documents AFAIK.
(Well, calligra comes with templates for ODF files, but they don't have any
mention of "LibreOffice"... ;-) )
So this is rather an issue in your distribution IMHO.
Reassigning to KDE Neon therefore.
You should be able to find the template files in /usr/share/templates/ (and
/usr/share/templates/.source/) though, I suppose.
