The "flashing area" is actually the entire panel running the width of the top
of the screen. If I drag a window up into that area, the flashing will become
temporarily invisible near the window header. However, if I leave the window
in that position, and then click its header, then mouse back up to trigger the
panel to unhide, the panel will start oscillating again, even with the window
there.
