You should see the browser opening at something like: https://docs.kde.org/index.php?branch=stable5&language=en_US&application=kshisen&path=/ which then is redirected to https://docs.kde.org/stable5/en/kdegames/kshisen// If I understand it correctly, Mint 19.3 is based on Ubuntu 18.04, so unless it uses some ppa, it means Frameworks 5.44.
