The changelog for PulseAudio 14 indicates that HDMI are now excluded from switch-on-connect behavior: https://www.freedesktop.org/wiki/Software/PulseAudio/Notes/14.0/ (https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/merge_requests/225).
