SUMMARY
Using a shortcut, such as Meta+Return, to launch a KDE program like Dolphin
works as expected, but attempting the same with a non-KDE program, like
Alacritty, doesn't work.

STEPS TO REPRODUCE
1. Go into System Settings -> Shortcuts -> Global Shortcuts -> Add Application
2. Choose a program such as Alacritty
3. Under Applications, click on newly created Alacritty tab
4. Under Custom Shortcuts, click on "+ Add custom shortcut"
5. Input a shortcut, such as Meta+Return
6. Click "Apply" on bottom right of window

OBSERVED RESULT
Using shortcut doesn't launch application

EXPECTED RESULT
Using shortcut should launch application

OS: Arch Linux x86_64

ADDITIONAL INFORMATION
Restarting the computer and updating all packages on the computer didn't fix
the problem.
