I can confirm this bug on both Arch Linux (Plasma 5.19 beta) and neon unstable
edition.
1. take a screenshot by pressing shift+printscreen (Plasma shows a
notification)
2. click on "Configure" button of the notification beside its "X" button
Result: an empty "Configure notifications" window opens
"Configure notifications" window opened via "Configure events..." button
in Notifications kcm isn't affected.
