STEPS TO REPRODUCE
1. Have a vector layer.
2. In the Timeline panel, select a frame in that layer.
3. Press Delete.
OBSERVED RESULT
Nothing happens.
EXPECTED RESULT
A new blank frame should be yielded for that layer.
