How I imagine it should work is that we require the mouse cursor to be a certain (configurable) speed on the transition to the next monitor or it will be stopped. An alternative solution would be to require continuous movement for a certain time in the direction of the monitor one wants to switch to - possibly also disabled when the mouse cursor has a certain speed. It should also be an option to only activate it when dragging a window, to make quick tile easier while not annoying people that don't even use scroll bars. This would solve bug 420927.
