SUMMARY
The panel minimum width calculation is wrong, and calculates as if the panel
edit button is present, even when it isn't.
STEPS TO REPRODUCE
1. Create a panel with a few widgets that's shorter than its maximum width
2. Exit edit mode
OBSERVED RESULT
Notice the edit mode size is kept, despite the customization button
disappearing
EXPECTED RESULT
The panel resizes to only take up as much room as the widgets it contains.
