According to AMD developers, KWin is likely not using OpenGL robustness extensions correctly, since GPU reset should be supported properly in the kernel and Mesa stack. So it is either bug / incorrect recovery logic in KWin, or it's a bug in Mesa or recovery logic in amdgpu (kernel).
