ok.. it is your configuration then...
In v0.9.x you can still assign a dock/panel at an explicit screen but in order
to give you that choice in Behavior page like master version is doing you need
AT LEAST 2 SCREENS active. In master version that option is always shown in
advanced settings even when only one monitor is active.
