A possibly related bug is that the focus can change even without the cursor
moving.

I've noticed this only in one specific case.  Run firefox with the bluejeans
(video conference) plugin.  Move the pointer to another window (xterm in my
case).  Wait.  The focus will change to the firefox/bluejeans window even
though the pointer has not moved.
