By way of example, left clicking on kwrite, kaddressbook and ksysguard's
toolbars does NOT initiate a move. Left clicking on dolphin, kmail and okular's
toolbars DOES initiate a move. Left clicking on korganizer's toolbar briefly
shows a move cursor and then goes back to the standard arrow cursor state.
I prefer NOT initiating a move since I often click on the toolbar to focus and
NOT move the window. This also seems *to me* to the sanest, most expected, and
least irritating default behavior.
