GTK 2 and GTK 3 app side by side. Both set to Noto Sans 10pt. GTK 3 UI font
renders as Noto Sans 11pt
SUMMARY
GTK3+ apps fonts are 1pt too large. Doesn't match Qt or GTK2 font size setting.
Removal of GNOME/GTK window settings means you can't adjust for the difference
in font size.
STEPS TO REPRODUCE
1. Open GTK3 app
2. Compare window fonts to regular plasma apps

UI fonts are 1pt too large
EXPECTED RESULT
UI fonts are the same
