SUMMARY
I can't disable File Search from System Settings.
My balooctlrc looks like

STEPS TO REPRODUCE
1. Start System Settings -> Search -> File Search
I see that the [Enable File Search] and [Also Index File Content] check boxes
are both ticked.
2.
Untick the [Enable File Search] and [Also Index File Content] check boxes
3.
Press the Apply button
4.
Close the System Settings dialog
OBSERVED RESULT
The baloofilerc is unchanged
