I'm unable to reproduce on 4.2.8 (Snap) on Linux, as well as the current
master. I tried:
- creating a slanted circle
- right-click, Duplicate layer
- Layer menu, Transform, Rotate, Rotate layer, 30ยบ to the right
and only the selected layer was rotated.
