I don't know what is causing this but it's not theme related because it happens on manjaro with Breeze Light in use too as already explained. I've tried setting the same hardware options and compositor options with Neon. The only difference would be kernel and module versions, Xorg and mesa builds. Either way, I don't expect you to be able to resolve this. I'll close it as RESOLVED but if you are able to change the status to NOTABUG or CLOSEDWONTFIX feel free to.
