I have a hidden, centered panel that is not maximized. It contains only the
task manager and so resizes when new windows are opened or closed. I find it
jarring that the panel resizes only once it is unhidden and would prefer that
it resize even while hidden so that when it is revealed, it doesn't suddenly
grow or shrink.
