File a separate bug for sftp please (can't reproduce that problem btw).
As for samba. Do you actually try this against an actual samba server or
windows/osx?
I can reproduce this with a samba server but not with a windows10 server, so
I'd be guessing that this is in fact a problem with samba itself. e.g.
smbclient also fails to login against the samba server if the password has a
dollar sign.
