SUMMARY
Scroll Down and Scroll Up actions do not work correctly, instead of typical
behavior like produced by Up/Down/Mouse-Wheel they increasing or decreasing
speed of scrolling. So if stroke "Scroll Down/Up" several times a document
start to scrolling down/up with fixed rate.
STEPS TO REPRODUCE
1. Use Scroll Down or Scroll Up actions
