If I reboot my system and the Plasma desktop is loaded, then IPv6 is not
available. I have manually disconnect the LAN device and reconnect to get IPv6.
As  I use DS-lite, it is recommended to use IPv6 whenever possible. I've tried
tell plasma-nm that IPv6 is required, but this setting is not considered when
starting the Plasma.

This worked quite well in Plasma 5.17 but was not 100% reliable, Plasma 5.18
beta will just always ignore IPv6.


STEPS TO REPRODUCE
1. Reboot system and start Plasma
2. Check IPv6 address 

OBSERVED RESULT
- IPv6 is not available

EXPECTED RESULT
- IPv6 is available
