Some actions cannot be without shorctus. As those shortcuts are needed In newer
versions (i.e. 4.2.8) when you try to delete such actions you get a system
warning: "Deleting last shortcut for this action! It is not allowed to remove
some default shortcuts. Modify it instead"
Some actions do need a shortcut for krita to be used, from this point of view
ithe behaviour is intentional.
