I tested with Plasma on today's installations of Fedora Rawhide and Arch Linux (both use 5.65), and this now seems to work as expected. However, the issue in your video appears to be a different one: you are trying to eject the disc from CDEmu device, but for some reason that does not work, and you are left with a loaded device. That is why the CDEmu shows that device is (still) loaded, and why you can re-mount the device without having to reload the disc. The problem is, I cannot reproduce this on Fedora Rawhide or on Arch Linux - in both cases, ejecting also seems to work as expected. One thing that strikes me as odd is that in your video, the actions in the Device Notifier menu are "Click to access this device from other applications", followed by "Click to safely remove this device". And in Dolphin, you have "Safely remove". On my installation, the actions are "Click to access this device from other applications", followed by "Click to eject this disc".
