That's opinion, not a bug.
As you have noticed you can change it, and there is a system for deploying it
properly.
Instead of modifying the files, copy the relevant folder into a new folder. Add
a metadata.desktop to specify this as a new lnf which "inherits" from breeze.
You'll get all the latest changes, but your OSD will remain the same.
