Reinstalling as I described it changes nothing. But there was another problem.
Selecting a printer inside systemsettings5 failed because systemsettings5 said
"forbidden" as I want so save it. As you can see the problem is inside KDE
because the newest KDE neon version runs well. As I described it. If this
problem were inside CUPS then KDE neon wouldn't run. I think the problem is
inside the upgrade process of KDE of Kubuntu backports.
