STEPS TO REPRODUCE
1. make sure baloo is enabled
2. open Dolphin
3. right click on any file > assign tags > create new...
4.. type any tag and click on "Ok" button ("Tags" section appears in places
panel)
5. click on "All tags" under "Tags" section
6. select the previously created tag, press shift+del and confirm deletion
(apparently the tag was deleted, it disappeared from "Tags" section)
7. restart Dolphin
OBSERVED RESULT
the tag previously deleted is still listed under "Tags" section in places panel
EXPECTED RESULT
tags can be deleted while baloo is disabled
