SUMMARY
System Settings => Input Devices => Keyboard => NumLock on Plasma Startup =>
"Turn On" has no effect.
STEPS TO REPRODUCE
1. set in Input Devices => Keyboard => NumLock on Plasma Startup => "Turn On".
2. Reboot system.

OBSERVED RESULT
Numlock is OFF.
EXPECTED RESULT
Numlock is ON.

Linux/KDE Plasma: Manjaro KDE

KDE Plasma Version: 5.17.3 (been this way forever for me, so several versions
back)
KDE Frameworks Version: 5.65.0

might be duplicate of https://bugs.kde.org/show_bug.cgi?id=368063 but come
on... the bug has been around for YEARS... and it's still not crushed? :/
