STEPS TO REPRODUCE
1. create a new user account in system settings > account details > user
manager
2. do logout
3. start plasma session using the new user account
OBSERVED RESULT
cursors KCM indicates that current cursor theme is breeze, but apparently
Adwaita cursor appears when I hover over a window decoration and wallpaper.

EXPECTED RESULT
cursor does not change depending on hovered area
