with ubuntu updates of Oct 30, 2019 this issue was, somehow, fixed.
I do not know what was the package involved. I just realized that, after the
updates was in place. The symptom that I described, unlocked widgets, kargos
and notes plugins are now acting as expected, so I am closing this bug report.
