This has been requested before and seems reasonable enough, but now I can't
find the bug report tracking it. :/
Were you aware that you can drag-and-drop files and folders into the main area
of the file dialog to have it switch there? So you can actually drag-and-drop
the folder icon in the editable URL navigator into the open/save dialog to
switch there. Not exactly what you're asking for, but maybe that's good enough?
