SUMMARY At MSWindows systems, there are the MyPictures collection and the
CommonPictures (PublicPictures) collections. By default they are at the
users-profile\Pictures or c:\users\public\pictures.
However, if they are moved, that location could/should be shown/used.


STEPS TO REPRODUCE
1. Optionally move the pictures directory (following:
https://support.microsoft.com/en-us/help/2936105/operation-to-change-a-personal-folder-location-fails-in-windows)
2. Open Settings -> ConfigureDigicam -> Collections
3. Under LocalCollections it would be nice to see the defaults at their current
location, not the default location.

OBSERVED RESULT
Only MyPictures is shown at the default location.

EXPECTED RESULT
MyPictures should be shown at the configured location
PublicPictures could be shown at its location (default:
c:\users\public\pictures)
