STEPS TO REPRODUCE
1. Open a new tab (make sure scrollbar isn't hidden)
OBSERVED RESULT
Scrollbar is always shown even if the content doesn't overflow
EXPECTED RESULT
Scrollbar should only be shown if the content overflows the terminal height
