SUMMARY
As you reduce the smudge length, it also prevents colour rate from having any
effect.
STEPS TO REPRODUCE
1. Set Colour Rate to 100
2. Set Smudge Length to lowest
OBSERVED RESULT
The brush colour is extremely weak
EXPECTED RESULT
The colour should still lay as per the Colour Rate setting / graph
The Smudge should fade as per the Smudge Length graph

ADDITIONAL INFORMATION
I See this has been discussed before and was classed as not a bug (id=329557)
Perhaps the design could be altered to have the expected result? It would allow
for more control and flexibility in the smudge engine.
