i tried it while logged in to plug/unplug external VGA monitor.. but for the
moment panel keeps on correct screen > laptop screen... strange... i only
notice, that mouse jumps around if i plug/unplug external monitor.

i don't know, if that helps, but does panel position do have to do also with
laptop state? i mean, if i unplug external monitor i normally set my laptop
into standby mode.. use it later w/o external monitor, put it again in standby
and use it after with external monitor and sometimes then panel position is on
external monitor and i need to restart plasma stuff...
