I don't have a spare machine to put KDE Neon on, how possible would it be to apply patches to Kwin 5.16.4? I can definitely apply patches onto that version of KDE. Maybe try with the 75Hz display first and see if the issue exists there too? I think the issue will happen for anything above 60, but I could be wrong. Martin Floser was saying that if Painting blocks with vertical retrace is no then refresh rate is ignored, so I figured the issue would happen on Intel as well.
