Wow, thanks for important comment.
I never expected that the opacity parameter would solve this problem 'cause it
did nothing with previous versions.

Then for now the only odd thing is that the initial state of Obscure effect has
opacity value 100% but resulting 25% obscured actually until adjusting the size
or area.
