Same problem perhaps for me after upgrade to 5.16. Launchers can be highlighted
but not launched; power buttons can be highlighted but not launched; Touch does
work to switch from "apps and docs" to "widgets" and for selecting a category;
touch scrolling "all applications" works.
Kubuntu 18.04 Plasma 5.12--no problem
Manjaro KDE Plasma 5.15--no problem
Manjaro KDE upgraded to Plasma 5.16--problem
Neon KDE Plasma 5.16--problem
