It is not the binary in itself, because your panorama plugin copied into my Windows installation is loaded without problems by the Qt plugin loader. The number of files is different, in your installation missing 14 DLL files. I list tonight which ones are it. I suspect that the workaround with "LANG=C" is not working correctly.
