SUMMARY
After shutting down Konqueror, either via quit or the "X", it will not restart.
Actually, the process is running. I find it using ksysguard. If I kill the
process, konqueror will restart as it should.
STEPS TO REPRODUCE
1. Start Konqueror
2. Shut down Konqueror
3. Attempt to restart Konqueror
