There are some things about your description that puzzle me: Why do you Create a new layer if you're only using Layer 1 and the Background layer? If you're creating keyframes in Layer 1, then Layer 1 will be in the timeline so you don't need to add it to the Timeline. If you're creating keyframes in Layer 1, it's the Background layer that needs to be added to the Timeline in order to have them both in the Timeline.
