To narrow down the cause of this bug, could you please try entering the
following command in a terminal window when KAlarm has stopped working after
suspension, and report whether KAlarm starts working after that:

    akonadictl restart

(If that does fix it, it may stop working again after you close the terminal
window. Use Alt-F2 and enter the command there to avoid this problem.)
