There are two tablet driver types on Windows: Wintab and the Windows 8 Pointer
API. Krita supports both out of the box, but badly written drivers may give
problems. 

And some drivers remember individual settings per application, which means that
it's entirely possible that a tablet works with application X and not with
application Y without that being a bug in application Y.

Please try the following:

* Check whether your tablet works in the tablet tester:
https://docs.krita.org/en/reference_manual/preferences/tablet_settings.html#tablet-tester

* Check whether it makes a difference if you switch between wintab and the
window 8 pointer api (in the same settings page) Restart krita after switchign.

* Try to reset your tablet's settings.
