The difficulty is probably that Debian 10 has a newer version of xserver-xorg-input-wacom and libwacom* packages and they are obviously different. On a personal level, I'll try to backport these from Debian 10 to Debian 9 and try to make progress in fully preparing a Debian 10 system (which is due for formal release in July) for my regular use.
