STEPS TO REPRODUCE
1. boot your system
2. when the login screen (SDDM) shows up, notice that both keyboard and mouse
do not work
3. wait 50 seconds until blur effect is activated
4. move cursor or press any key: now both keyboard and mouse work as expected
EXPECTED RESULT
both keyboard and mouse always work with the login screen
