Could you try another thing: remove any plasma data cache, by "rm .cache/plasma* -r" and restart Plasma another time. Still happens? Still curious if this is trigered by Qt 5.13 only? Or older KDE Frameworks, as it did some more fixes WRT mask update post KF 5.58 (so only in 5.59 in June).
