In Qt 5.13 branch, issue related to non working shortcuts with non US layout is
has been fixed, and it works now fine with KDE. Like ^C ^V ^Q ^S has working
fine in konsole app and other, but shortcut Alt + ~ is not switch window in
wayland session. Because in RU layout "~" -> "ё".
Please take a look in related bug i had reported to Qt in last two comment

STEPS TO REPRODUCE
1. Use wayland session
2. Switch to non US kbd layout
3. Press Alt + ~
OBSERVED RESULT
Nothing hapens
